BARCLAYS' ASIAN APPOINTMENTS
(4 October 2006)

Ahmed Khizer Khan, Chief Executive New Markets for Barclays Global Retail & Commercial Banking.Barclays have made three major Asian appointments in the last month; Barclays Global Retail and Commercial Banking has attracted Ahmed Khizer Khan away from Citibank's Global Consumer Bank in Pakistan; Barclays Wealth Management has appointment Bobby Kapur as a Director in Barclays Private Bank’s Non Resident Indian (NRI) division. Mr Kapur will be responsible for rich Non Resident Indians (NRIs) based in the UK. Also to be based in London is Vinit Chandra, who has been appointed by Barclays Global Retail and Commercial Banking (GRCB) as Product Director, Treasury and Investments, for its business. Vinit, 43, joins from Citigroup's Asia Consumer Bank.

BARCLAYS APPOINTS AHMED KHIZER KHAN

Barclays Global Retail and Commercial Banking has appointed Ahmed Khizer Khan as Chief Executive New Markets for Barclays Global Retail and Commercial Banking. Mr Khan joins Barclays from Citibank, where he has worked across several emerging markets. He most recently ran Citibank Global Consumer Bank in Pakistan.

In his new role, Mr Khan will be based in Dubai, UAE with responsibility for Barclays businesses in the growing markets of Egypt, UAE, France and India. This grouping of markets forms the basis of New Markets going forward.

Barclays, which has clearly stated its intention to generate at least 50% of its income from outside the UK, aims to be where the prospects for growth are greatest, and this means that it is increasingly looking to the world's growth economies. The appointment of Mr Khan into this role is a demonstration of Barclays commitment to recruiting top talent in order to enable it to accelerate its future growth.

BARCLAYS WEALTH MANAGEMENT APPOINTS BOBBY KAPUR

Barclays Wealth Management is pleased to announce the appointment of Bobby Kapur as a Director in Barclays Private Bank’s Non Resident Indian (NRI) division. Mr. Kapur joins Barclays from Merrill Lynch where he has worked as a Senior Private Client Advisor in the NRI market for the past two years. Prior to that, Mr. Kapur worked at Morgan Stanley in Singapore as a Senior Private Banker, specialising again in the NRI market.

Mr. Kapur will have a key role in Barclays Wealth Management’s expanding Non Resident Indian team. He will specialise in dealing with ultra high net worth families in Europe, the Middle East and Asia. The Non Resident Indian team reports to Michael Morley, Managing Director of Barclays International Private Bank. Mr. Kapur will commence his new role in September 2006 and he will be based in London.

Bobby has an impressive track record in private banking and a strong investment background. He brings with him an in-depth knowledge and understanding of the Non Resident Indian marketplace which will be invaluable in helping us look after our existing client base, as well as continuing the expansion of our Non Resident Indian offering across Europe, the Middle East and Asia – a key growth market for our business.”

Mr. Kapur started his career in 1996 as an intern at Goldman Sachs. He studied at the Kenan-Flagler Business School at The University of North Carolina at Chapel Hill. He has an MBA in Finance.

BARCLAYS APPOINTS VINIT CHANDRA

Barclays PLC announces the appointment of Vinit Chandra as Product Director, Treasury and Investments, for its Global Retail and Commercial Banking (GRCB) business. Vinit, 43, joins from Citigroup's Asia Consumer Bank where he was Asia Regional Treasurer and Head of Treasury Product Sales for Asia based in Singapore. Prior to this he was Head of Treasury Business Finance for Standard Chartered Bank Asia Pacific.

In this new role Vinit will lead global capability development in treasury and investment product design and delivery. Vinit will join the GRCB Management Committee and report to GRCB Chief Executive, Frits Seegers. Vinit joins Barclays on 23 October 2006 and will be based in London.

Frits Seegers, Chief Executive, Global Retail and Commercial Banking said: “I am delighted that Vinit Chandra is joining Barclays, he has a proven track record of growing business across geographies and has a deep expertise in treasury and investment products. At Citibank he was responsible for managing the balance sheet across 10 Asian countries and protecting the business from market, foreign exchange and rate risk. He introduced a wide range of structured products across Asia in multiple asset classes. He is a great addition to the top team and I am looking forward to working with him.”
