Mumbai's
Crime-busting branch is at its lowest ebb. Sub. Insp. Kadam Naik
(Sunil Shetty) is the encounter specialist who guns down criminals
so that the law cannot bail them out. Const. Khalid Ansari (Paresh
Rawal) usually keeps things in a lighter vein in the branch. Everybody
loves to have him around. Sr. Insp. Vikram Singh (Shatrughan Sinha)
believes that things wont change in present corrupt system.
Manik
Rao the Home Minister calls the shots with the law firmly
under his control. Underworld don Yusuf Pathan (Irfan Khan) has
his full support and so does Gautam Walia (Jackie Shroff), a rich
builder and business magnate. The three of them are making huge
money by helping each other. With the three of them ruling the
roost, Crime Branch is reduced to a virtually impotent force.
This
changes when a young IPS Officer, DCP Hari Om Patnaik (Akshay
Kumar) is transferred there from Poona. Right from day one the
officers find themselves at loggerheads with their new boss who
is determined to changed things. He even promises them that the
day he gets an opportunity, he will take the system head on.
The
opportunity comes when Manik Rao has businessman Ajit Pradhan
eliminated. As destiny would have it the Pradhan murder case comes
to crime branch. Hari and his force set off on a trial to expose
the people behind the high profile murder. Despite their ideological
differences, Vikram Singh, Appa Kadam Naik and DCP Hari Om Patnaik
combine into a magnum force, expose the criminals and free the
city from the clutches of the underworld.
